6 arrested for Harrisburg incident caught on video

HARRISBURG, Pa. (WHTM) -

Harrisburg City police have issued a news release on an incident that sparked an internal investigation after a video was posted on YouTube.

Three officers in the video appear to be handcuffing a man who is face-down on the sidewalk at N. 2nd and Walnut streets. A bystander who interferes is shoved to the ground by one of the officers, who then pushes the man against a car when he interferes a second time.

In the news release, police said the officers had gone to the Bourbon Street Restaurant during the early hours of Jan. 7 for a report of several patrons causing a problem.

The responding officers saw 21-year-old David Irvin, of Mechanicsburg, struggling with bouncers who were trying to get him out of the bar, police said. The officers confronted Irvin and took him into custody.

Police said 21-year-old Benjamin Irvin, also of Mechanicsburg, then came out of the bar while fighting with bouncers. He resisted arrest until the officers used a stun gun to control and handcuff him, police said.

At that time, police said another 21-year-old Mechanicsburg man, Alex Guerro, tried to interfere in the arrest of Benjamin Irvin.

Guerro was ordered away but defied the order and was pushed away. When he again tried to interfere, an officer grabbed him and forced him away from the arrest, police said.

City police said in the release that Guerro was seemingly intoxicated and fell against a side view mirror of a parked car, breaking the mirror.

Three other people who had gathered at the scene were arrested when they refused to leave, police said.

One of them, 24-year-old Zachary Platt of Harrisburg, was charged with resisting arrest, disorderly conduct, failure to disperse, and public drunkenness.
