Elizabethtown police round up suspects in drug investigation

Elizabethtown police said they seized four guns, 771 bags of heroin, and more than 1,400 in cash when they arrested several people suspected of dealing drugs during a warrant sweep Wednesday morning.

Police said the arrests stemmed from a six-month undercover investigation involving local officers and state police troopers.

The sweep began at 5:30 a.m. when officers went to a home on North Poplar Street to serve a bench warrant against 21-year-old Robert Gibble, police said.

Melissa Halterman, 44, grabbed a deputy sheriff and attempted to pull him down a staircase at the home, aggressively fought officers as they attempted to serve the warrant, and threatened to have a large dog "kill" the officers, police said.

She was arrested for aggravated assault against a law enforcement officer, obstruction, terroristic threats, possession of marijuana, and disorderly conduct and later released on $2,500 bail.

In the 2300 block of South Market Street, officers served arrest warrants on 29-year-old Zachary Phelps and discovered over $1,400 in cash, three handguns, one shotgun and 211 bags of heroin, according to police, who said all of the weapons were loaded and two of the handguns and the shotgun were in bed with Phelps.

Phelps was charged with five felony counts of possession of heroin with intent to deliver. Police said the offenses occurred within a school or other drug free zone. His bail was set at $100,000 cash, and additional charges against him are pending.

Police also arrested Amanda Manuel, 28, of Columbia, for possession of heroin with intent to deliver after they confiscated 560 bags of heroin. Her bail was set at $50,000 cash.

Mike Consylman, 20, was charged with possession of marijuana with intent to deliver for offenses that occurred within a school or other drug free zone, police said. His bail was set at $10,000 cash.

Benjamin Eshleman, 27, of Manheim, was arrested for possession of heroin with intent to deliver. His bail was set at $40,000 cash.

Abigail Fanus, 27, was charged with one felony count of possession of dihydrocodeinone and alprazolarm with intent to deliver. She was released on $10,000 cash bail.

Jestin Gonse, 20, was arrested for possession of marijuana with intent to deliver. His bail was set at $5,000 cash.

Lindsey Gruber, 24, was charged with possession of heroin with intent to deliver. Her bail was set at $25,000 cash.

Bradley Kotzmoyer, 23, was arrested for possession of psilocybin with intent to deliver. He was released on $5,000 unsecured bail.

Jonathan Lauver, 40, of Mount Joy, was charged with possession of oxycodone hydrochloride tablets with intent to deliver. His bail was set at $10,000 cash.

Thomas McKnight, 34, was arrested for possession of marijuana and drug paraphernalia. He was released on $500 unsecured bail.

Matthew McNece, 31, was charged with for possession of hydomorphone hydrochloride with intent to deliver. He was not located and a warrant exists for his arrest.

Ashlyne Meadeth, 24, of Palmyra, was arrested for possession of cocaine with intent to deliver and sent to Lancaster County Prison on $25,000 cash bail.

Nicholas Sumpman, 18, was charged with possession of marijuana with intent to deliver and released on $10,000 bail.

Tara Young, 30, was charged with possession with intent to deliver Tramadol and amphetamine. She was not located and a warrant exists for her arrest, police said.
