Car dealership owner charged with fraud

State police are charging the owner of Auto Exchange USA in Manheim after uncovering evidence of fraudulent business practices.

Authorities say 34-year-old Joshua Berney sold vehicles to customers without paying off existing loans or notifying the floor planners of the sale. According to police he kept the customers' down payments and finance checks from several financial institutions and used the money to pay off transactions or for his own personal use.

As a result, the titles of the cars sold at the dealership were never released to the customers or the financing company that approved the purchase. The vehicles were also never registered.

Officers also say that Berney charged customers illegally because he lied about being a Notary. The costs were also higher than what the State would charge.

Berney is facing multiple charges including fraud, theft by deception and impersonating a Notary.

He turned himself in to the District Court where unsecured bail was assigned.
