HARRISBURG, Pa. (WHTM) -

A Pennsylvania lawmaker has introduced legislation to toughen the state's animal cruelty laws.

Rep. Dom Costa, D-Allegheny, said his proposed Angel's Law, or House Bill 760, would increase the grading for all summary offenses to misdemeanor offenses.

Repeat animal abusers would face increased penalties, including fines of up to $750 or imprisonment.

Costa said his bill also would allow Humane Society police officers to charge a first-time violator for causing harm to animals in captivity.
