Man arrested for child luring in Hershey

HERSHEY, Pa. (WHTM) -

A Hershey man has been arrested for a child luring incident last week in the 1800 block of East Caracas Avenue, according to police.

Rick Lane Foerster, 45, a resident of the block, was additionally charged with corruption of minors and prostitution for promoting or inducing another, Derry Township police said Tuesday.

According to the criminal complaint, Foerster approached a 17-year-old girl Thursday as she was selling magazines and asked her to get into the car to talk.

The teen refused, but followed Foerster to a side street where he offered to buy five subscriptions if she agreed to have sex with him, the complaint states.

Foerster additionally offered to buy the girl a pack of cigarettes if she got into the car and asked, "can you watch me do it myself?" according to the complaint.

The girl refused all offers and walked away. She then gave police a description of the man who spoke to her and his gray sedan, and neighbors told investigating officers they had seen the car in the area, police said in the court papers.

Foerster was identified by the girl from a photo array. He came to the police station in a gray Toyota Camry and was wearing the same clothing as described by the girl, but refused to answer any questions, authorities said.

Foerster was released after posting $10,000 bail. A preliminary hearing was scheduled for July 3.
