A Pennsylvania lawmaker has introduced three bills aimed at helping crime victims collect restitution.
Sen. Lisa Boscola (D-Lehigh/Northampton/Monroe) said Monday that her legislation would close many of the loopholes that allow criminals to evade paying restitution to their victims.
One of her proposals, Senate Bill 1016, would authorize court-ordered restitution be satisfied from payments to winners of Pennsylvania Lottery prizes, while Senate Bill 1107 would authorize court-ordered restitution from individual state income tax refunds.
A third measure, Senate Bill 1029, would mandate that both county and state prisons deduct restitution from inmates' personal accounts.
Current law allows prisons to deduct restitution payments from inmates' accounts. Boscola's bill would mandate the deductions.
