CARLISLE, Pa. (WHTM) -

An Adams County man was drunk and under the influence of drugs when he was pulled over by police early Monday morning, according to Carlisle Police.

Police say 34-year-old Waylon E. Rowe also failed to properly restrain a child under the age of 4. Police were tipped off by a Sheetz employee who saw Rowe get into his vehicle and drive east on Ritner Highway. They stopped Rowe on the 1600 block or Ritner Highway at 2:05 a.m.

Rowe has been charged with the highest level of DUI (a blood alcohol content of 0.16 or above), driving under the influence of drugs, driving with a suspended license and failing to properly restrain a child in a seat belt under the age of 4.
