So who qualifies? People without insurance, and if your employer offers you health insurance that costs more that 9.5 percent of your income.

"If make you between $15,000 and $41,000 a year, you would be eligible for a tax credit to help you afford insurance in the new health insurance market place," Antoinette Kraus of the Pennsylvania Health Access Network said.

You will be able to choose between four benefit levels: bronze, silver, gold, and platinum. All plans contain the same core health benefits. The difference is how much your premiums will be and how much you will have to pay out of pocket.

Enrollment runs thru March, but what if you don't want insurance?

"Individuals who choose not to have health insurance coverage will face a tax penalty under the law, but there are exemptions, "Kraus said. "If you don't make enough to qualify, or religious, or if coverage costs more than eight percent of your income you would be exempt from the penalty."
