YORK, Pa. (WHTM) -

A candlelight memorial is displayed on the 100 block of Jefferson Avenue where police say 21-year-old Jordan Breeland of York died after he was shot in the chest.

"It appears that it was gang-related. It was a targeted shooting. It wasn't something that was random, but we do believe it was gang-related," York Police Chief Wes Kahley said.

Police believe the crime is related to an ongoing feud between the Parkway and Southside gangs. Two years ago, Breeland survived a gunshot wound to the stomach during an altercation between rival gangs.

"Like any other urban area, we have our criminal street gangs that we can consistently work on," Kahley said. "A lot of our violence in the city is usually related to gang violence or drug violence. It's not random acts of violence that are going on in the community."

Breeland was found in an SUV around 10:30 p.m. Tuesday. First responders performed CPR but were unable to revive him. Police are not sure what the motive is, but want the community to know this was no random act.

"I am not happy with violence of any type, but I want to assure the community that it's not random violence. This was directed," Kahley said.

A second person was shot in the ordeal. Devon Brown was treated at a nearby hospital for a gunshot wound to the hand.

Police said they have an idea of who committed the crime, but are not releasing that information at this time.
