State police in Carlisle have filed assault and endangerment charges against a man who allegedly abused two boys in his care.
Richard Anthony Scarlett, 40, no fixed address, allegedly hit the boys, denied them food, and had inappropriate contact with one of the children on numerous occasions, according to charging documents.
One of the boys, now 11 years old, told authorities that Scarlett abused him physically and sexually beginning when he was 6 years old, and on one occasion struck him with the adjustment rod of a window blind, the criminal complaint states.
The other boy said Scarlett would often lock them out of the house or inside rooms for hours and would not allow them to have food and water, the complaint states.
He said Scarlett punched him in the face with a closed fist on one occasion, and once "body slammed" to the floor and caused him to black out, according to the complaint.
Scarlett was charged with two counts of endangering the welfare of children, two counts of simple assault, and one count of indecent assault.
He was arraigned and sent to Cumberland County Prison without bail, pending a preliminary hearing set for Nov. 4.
