Former jail administrator accused in sex crimes

A former jail administrator from east Alabama is accused of sexually abusing inmates.
U.S. Attorney Joyce Vance says 48-year-old Jeffrey Scott Cotney of Ashland was indicted Wednesday on charges of violating the civil rights of four prisoners at the Clay County jail, where Cotney was administrator at the time.
Cotney is charged with coercing one prisoner to submit to sexual acts in 2009. He's also charged with withdrawing the man's application for a community corrections program to keep him in the jail.
Cotney is accused of making two other men undress and retaliating against a fourth prisoner who rejected sexual advances.
A lawyer representing Cotney, Kevin Butler, declined comment on the charges, filed in federal court in Birmingham.
Cotney found face a total of eight years in prison if convicted.
