According to Harrisburg Police Chief Tom Carter, three people are in custody and one is charged with homicide for a fatal shooting Friday morning.

Police responded to the 1600 block of Thompson Street and found a female victim on a porch with a gunshot wound to the abdomen.

Officials say the victim is 18-year-old Tiana Dockens, the granddaughter of Harrisburg City Council President Wanda Williams.

Family members tell abc27 that Dockens died in her father's arms at a local hospital.

Investigators say prior to the shooting there was an altercation between males in front of a residence on the block.

The other two men are Joseph Payne-Casiano, 27, and Justin Baxter, 27.

Payne-Casiano is facing charges of hindering apprehension and a parole detainer.

Baxter's charges include public drunkenness, simple assault and carrying a firearm without a license.
