Richmond, VA - Part of Governor McDonnell's budget proposal includes additional money for mental health, public safety, and public education.
The Governor's spending priorities for the two-year state budget total nearly $10 billion more than the previous one.
There are no tax or fee increases and deposits to the state's so-called "rainy day" fund will bring it to a billion dollars by 2016.
This is the last budget McDonnell will present to lawmakers, before leaving office in January.
