Ex-president charged with theft from HIA police association

MIDDLETOWN, Pa. (WHTM) -

A former president and treasurer has been charged in the theft of $11,467 from the Harrisburg International Airport Police Association.

Todd MacFarlane, 40, of Elizabethtown, admitted he used an association ATM card to make cash withdrawals from the organization's bank account, then used the money to pay for his personal living expenses, according to a criminal complaint filed by Dauphin County district attorney's office last week.

MacFarlane had custody and control over the association's checkbook and ATM card, and was receiving bank statements for the account at his home, when numerous ATM withdrawals were made between Sept. 2010 and Sept. 2013, the complaint states.

MacFarlane was replaced as president during an emergency meeting Oct. 14 after it was discovered that the association's bank account was at an all-time low when it should have had a much larger balance, according to the complaint.

He was charged with theft by unlawful taking and is awaiting a preliminary hearing.
