Lancaster County detectives arrest 3 on heroin charges

LANCASTER, Pa. (WHTM) -

The Lancaster County Drug Task Force has announced the arrests of three people on separate heroin charges.

Brandon Morant, 24, of Columbia, was arrested Jan. 31 after a search of his apartment uncovered 28 grams of bulk heroin, 485 individual bags of heroin, a small amount of marijuana, two digital gram scales, packaging material common to heroin, and $1,230 in cash, according to a task force news release.

The street value of the heroin seized was approximately $5,000.

Morant tried to flee from detectives during the search, but was arrested after a brief foot chase, authorities said.

He was charged with delivery of heroin, possession with intent to deliver, possession of a small amount of marijuana, and possession of drug paraphernalia. His bail at Lancaster County Prison was set at $350,000 cash.

Detectives additionally announced the arrest of 21-year-old Weston Chad Smith, who allegedly had two grams of heroin in rock form, a small amount of marijuana, and about $1,500 in cash when authorities searched his Mountville home Feb. 7.

Smith was charged with possession with intent to deliver, possession of a small amount of marijuana and possession of drug paraphernalia. His bail at Lancaster County Prison was set at $100,000 cash.

In a separate case, detectives arrested Victor Carlos Laboy-Rodriguez, 26, of Philadelphia, while conducting drug surveillance at a parking lot in the 600 block of Manor Street in Lancaster on Feb. 8.

A search of his vehicle uncovered two packages that contained a total of 663 individual packets of heroin that would have had a street value of $6,630, detectives said.
