Pothole repairs at the Interstate 83 York split in Lemoyne began two hours earlier than expected Tuesday morning - and that caused problems with the morning commute.
PennDOT spokesman Greg Penny said road conditions were so bad in the right lane of southbound I-83 that the repair crew could not wait until 9 a.m.
The right lane was closed shortly after 7 a.m., during the height of the morning commute.
Penny said the contractor was concerned for the safety of drivers and decided it was in everyone's best interests to start earlier.
He said repairs should be finished and southbound I-83 should be restored to two lanes of traffic by early afternoon.
