Police: Dover teacher had child porn, phone videos of students

DOVER, Pa. (WHTM) -

A music teacher at Dover Intermediate School has been arrested on 661 counts of possessing child pornography and additional charges are pending for videos of students on his cell phone, according to police.

Matthew B. Puterbaugh, 46, of Dover Township, was taken into custody Thursday afternoon and placed in York County Prison on $250,000 bail, according to Northern York County Regional police.

Police said the investigation began February 20 after a 12-year-old girl told school officials that Puterbaugh caressed and squeezed her thigh during a music class the previous day.

The district suspended Puterbaugh immediately.

Police said they seized Puterbaugh's cell phone and found numerous videos that appeared to be of school-aged girls.

Faces from the videos were shown to school officials, who identified many of the girls as current and former students, police said.

The videos appeared to be focused on the breast and pubic region of clothed girls, and several were taken from an angle that captured undergarments worn under dresses, police said.

None of the videos depicted the girls in states of undress and the videos appeared to have been made without the students' knowledge, police said.

A computer seized from Puterbaugh's home was found to have 661 images of children engaged in sexual acts, according to police.

The images appear to have been downloaded from the Internet, and none were of current or former Dover students, police said.

The computer also contained more videos of Dover students that were similar to those on Puterbaugh's phone, police said.

The investigation into the videos and how they were made continues. Additional charges will be brought against Puterbaugh at the conclusion of that investigation, police said.

Acting superintendent Dr. Jason A. Conway said in a statement that the district is cooperating with the investigation. He said every effort is being made to maintain confidentiality for all students involved.

Counseling and support services will be available for any student or staff member on Friday.
