Harrisburg man charged in woman's heroin-overdose death

A Harrisburg man was been charged in the drug overdose death of a 19-year-old York County woman.

Denzel Rymay Outen is accused of selling heroin to Julianna Bower last month, the day before police said they were called to Bower's home and found her dead with a heroin needle still in her arm.

York County District Attorney Tom Kearney and Newberry Township police said the heroin was laced with fentanyl, a painkiller 100 times stronger than morphine that is sometimes used to increase the potency of heroin.

Bower's cell phone connected her to Outen, according to investigators. The two had known each other for years.

Kearney said there were 17 heroin-related deaths in York County last year, and so far this year there have already been 15 deaths. He said law enforcement has made it a priority to nab heroin dealers.

"I never want to see another 19-year-old child with a needle hanging out of her arm and being dead," Kearney said. "Whatever we can do to make that stop, we're gonna do it."

Outen was charged with drug delivery resulting in death, a first-degree felony punishable by 20-40 years in prison, as well as possession with the intent to deliver and criminal use of a communication facility.

He was placed in York County Prison on $500,000 bail. A preliminary hearing is scheduled for April 30.
