The ramp from Interstate 83 North to Interstate 81 South near Harrisburg has been restricted to a single lane while crews remove trash that spilled during a crash involving two tractor-trailers.
One trucks was hauling trash and overturned during the crash at 3 a.m. The other truck was hauling insulation and crashed into the side of a bridge, but remained upright.
The ramp was closed until about 6:40 a.m., when it was reopened for the morning commute. The trash removal was delayed until 11 a.m., when traffic was restricted to a single lane.
The cleanup was expected to take about two or three hours.
PennDOT spokesman Greg Penny said drivers should be alert for stopped traffic on I-83 North.
The ramp from I-81 South to I-83 South, which had been closed since the crash occurred at 3 a.m., reopened at 12:50 p.m.
About 100 feet of guiderail was destroyed in the crash and has been marked by construction barrels.
The guiderail is expected to be replaced later in the week.
