Lancaster man charged in Philly deaths sentenced for health care fraud

PHILADELPHIA (WHTM) -

A Lancaster man who allegedly struck and killed a woman and her three sons while drag racing in Philadelphia last year has been sentenced in federal court for his role in an unrelated health care fraud scheme.

Khusen Akhmedov, 23, was sentenced Thursday to 27 months in federal prison for a scheme involving Penn Choice Ambulance, which operated in Camp Hill, Philadelphia and Huntingdon Valley, according to the U.S. Attorney's Office for the Eastern District of Pennsylvania.

Akhmedov, an EMT for Penn Choice, pleaded guilty in December to conspiracy to commit health care fraud, false statements relating to health care matters, and paying kickbacks to patients.

He was indicted with Penn Choice owner Anna Mudrova and operators Yury Gerasyuk, Mikhail Vasserman, Irina Vasserman, Aleksandr Vasserman, and Valeriy Davydchik, all of whom have pleaded guilty.

Prosecutors said the defendants recruited patients who were able to walk and travel safely by other means, falsified reports to make it appear the patients needed an ambulance, and paid illegal kickbacks to the patients as part of scheme, which involved more than $3.6 million in fraudulent claims submitted to Medicare.

Akhmedov is still awaiting trial in Philadelphia, where he is charged with four counts each of third-degree murder, vehicular homicide and involuntary manslaughter in the July death of a 28-year-old mother and three boys between 7 months and 4 years old.

Authorities said he was drag racing another man when his Audi plowed into the family as they crossed Roosevelt Boulevard in the city’s Feltonville neighborhood.
