A Cumberland County woman has been jailed on charges she posed as a doctor to fraudulently perform physical exams for commercial driver licenses.
Joann E. Wingate, 56, of South Middleton Township, was arrested Saturday on counts of forgery, identity theft, theft by deception, impersonating a professional and fraudulent business practices, according to court documents.
Police in the criminal complaint said Wingate was using the medical license number of a Philadelphia psychiatrist to perform physicals at her home.
She allegedly advertised Department of Transportation physicals on signs and brochures, including a large advertisement at a Middlesex Township truck wash.
Police said Wingate had a chiropractic license, but it had been suspended for performing DOT physical exams in the Norristown area.
A California truck driver who called the phone number on one advertisement told police a woman who identified herself as "Dr. Wingate" picked him up in an old, blue Ford Tempo, drove him to her home and performed a physical exam June 2.
The driver was later advised by the California Department of Transportation that the forms received were from 2012 and were no longer valid, and that some of the information was wrong, according to the complaint.
Trooper Robert Hicks, a state police spokesman, said Wingate had been working the scam for several years and may have many more victims.
