Carlisle police arrest drug suspect who fled in cuffs

A suspected drug dealer who fled his arrest in handcuffs last week is in custody after another run from officers, police said.

Justin Moore, 22, was arrested Friday after he jumped fences and ran through yards while trying to escape. He also had a small amount of marijuana and drug paraphernalia, Carlisle police said in a news release.

Moore was charged with flight to avoid apprehension, resisting arrest, reckless endangerment, possession of a small amount of marijuana, and possession of drug paraphernalia.

He also faces charges for his escape Tuesday in the 600 block of West Louther Street. Police said they found Moore with various drugs, a scale, and a large amount of cash. He was arrested and placed in handcuffs but ran off when an officer opened the door of a police car to transport him.
