A Lancaster man was arrested after he tried to take inappropriate photographs of a woman while she was shopping in a city store, police said.

Melvin R. Ramos-Moreira, 24, is charged with stalking, possessing instruments of crime, attempted invasion of privacy, and harassment.

The woman told investigators she was looking at a jewelry display on May 11 when a man bent down in a kneeling position behind her. She turned and walked away, unaware that he had tried to take several photos up her skirt, police said.

The man then approached the woman at another display and kneeled behind her a second time. She saw a cell phone in his hand and reported the incident to store security.

The man left the store before police arrived. Investigators said they used the video security system to identify him as Ramos-Moreira.

Ramos-Moreira was arrested Wednesday and placed in Lancaster County Prison on $25,000 bail.
