Prosecutors investigate drowning of handcuffed prisoner

The Lancaster County district attorney’s office says it’s investigating whether a criminal act was committed during the events that led to the death of a handcuffed prisoner.

Andrew Good, 24, drowned in Cocalico Creek near WellSpan Ephrata Community Hospital after he broke away from a deputy sheriff Saturday night.

Good was handcuffed with a chain restraint belt when he jumped in water up to 12 feet deep. Searchers found his body about 90 minutes later.

The district attorney’s office said at this point, it does not appear that a criminal act occurred, but a final determination will follow a complete analysis of all evidence and information.
