HARRISBURG, Pa. (WHTM) – The Pennsylvania House of Representatives has passed a no-new-taxes borrowing package in an effort to close a $2.2 billion budget gap.

The measure passed 103-91 Wednesday night with zero support from Democrats. Fifteen Republicans also voted no.

The plan calls for the selling of a portion of the tobacco settlement fund to help generate $1 billion dollars. It also moves money from other surplus funds to close the gap.

The plan now goes to the Senate.
