HARRISBURG, Pa. (WHTM) – Two Pennsylvania senators have unveiled legislation to expand the state’s distracted driving law.

Senate Bill 154 would ban any use of a handheld mobile device while behind the wheel, with exemptions for drivers in emergency situations, law enforcement, and emergency service providers.

Calling while driving would be a secondary offense, meaning police could not stop someone for using a phone but could cite them when they’re pulled over for other violations.

Drivers could be fined $50 for the first violation, $100 for a second violation, and $150 for a third or subsequent violation.

Co-authors Sen. Rob Teplitz (D-Dauphin/Perry) and Sen. John Wozniak (D-Bedford/Cambria/Clearfield) said their legislation would require a six-month education program conducted by PennDOT before going into effect.
